PRE Collective is a nonprofit 501(c)(3) organization dedicated to solving problems that can’t be tackled by any single organization alone. We focus on designing and delivering multi-benefit solutions through collective action while creating shared value for all stakeholders.
We help our partners align vision, capacity, and funding to design what’s needed next and to create space for transformational investments with enduring impacts. We are particularly adept at identifying why implementation is slow or uneven, where there is insufficient capital, and how to generate multi-benefit solutions.
From local governments and nonprofits to statewide coalitions and philanthropic funders, we collaborate with regional champions to ensure that there are durable partnerships from early-stage predevelopment to long-term implementation.

We’re a nonprofit organization that designs solutions for complex, collective problems. We work where no one entity holds the full authority or resources to act, but where collaboration can unlock powerful change.
“Consultant” doesn’t quite fit what we do. We’re problem solvers. We don’t take on pre-scoped assignments to deliver discrete services. Instead, we work with project partners to uncover root challenges and co-create lasting solutions.
We help project partners build skills and partnerships, but our team doesn’t supplement staff capacity or fill vacant roles. We help solve problems that can’t be solved by just adding more hands, especially when they require shared vision, strategic alignment, and cross-sector coordination. We’re most useful when a problem is felt by many, owned by few, and the path forward is unclear.
All our work serves the public interest. Being a nonprofit enables us to work hand-in-hand with philanthropy and public institutions to leverage public dollars to unlock change that wouldn’t otherwise happen.
We structure our work with partners through either grants or contracts. Grant-funded projects are often new multi-year initiatives, focused on broad systems change, and co-developed in partnership with local and regional leaders as well as philanthropy. Contracted projects typically involve partners who come to us with a need, and we develop in-depth programs or projects in a specific region or sector.
